Answer:
New ISO 9001 does not require management representative as a mandatory role in QMS (Quality Management System). However, there are roles and responsibilities within the QMS that the top management needs to assign among the employees.
The top management needs to assign roles and responsibilities for following:
a) ensuring that the QMS conforms to the requirements of the standard;
b) ensuring that the processes are delivering their intended outputs;
c) reporting on the performance of the QMS and on opportunities for improvement, in particular to top management;
d) ensuring the promotion of customer focus throughout the organization;
e) ensuring that the integrity of the QMS is maintained when changes to the QMS are planned and implemented.
As you can see, there are some roles and responsibilities that can be assigned to the process owners, but there is still a need for one key person to be responsible for the QMS. Although the MR (Management Representative) is not a mandatory role, I would suggest you to have one in your QMS.
