QMS and certification

"As of now we are currently preparing for ISO 9001:2015 certification (registration) by next year. Can we use or indicate now the QMS in our Procedure Policy or we need to be certified to 9001:2015 before we align our Procedure to QMS?”

Organizations can develop and implement a QMS without considering the need for certification. So, your organization can use or indicate its QMS in its Procedure Policy even before being certified.
