Let me use the following vocabulary:

A document sets direction into the future. For example, a work instruction communicates how something should be done;
A record is like a photograph, a proof that something happened

An organization can use a website, both to make documents available and to store records and allow easy retrievability. For example, information about specifications of a product or service on a website is a document.

Remember only documents and records relevant for the quality management system should be considered.
