Assign topic to the user
You don't have to write the whole statement, a mention of the clause alone is sufficient
The manual doesn't have to follow ordering of the clauses and most definitely it shouldn't contain the text of the standard since it is violation of the copyrights of the ISO organization. You can simply write how the clause requirements are met or make reference to the document that contains more details. Keep in mind that the manual is no longer a mandatory document, so if you find it redundant, you can simply avoid writing this document.
