"A lead mining company wants to set up a Smelter for the processing of Lead Sulfide concentrates into LEAD. The proposed location of the construction of the plant is a forest reserve area. The hazardous substances include Lead sulfide (powder), lead mineral dust, sulfide dioxide (gas), carbon dioxide (gas), carbon monoxide (gas), sulfuric acid effluent (liquid), Arsenic fumes. The principle targets for environmental protection are: residential communities, schools, hospitals, cultural relics, scenic areas, water sources, and ecological sensitive areas within radius of the project area.

Answer:
If the proposed location of the construction of the plant is a forest reserve area, then the specific legal provisions have to be directly negotiated with government and/or local authorities because that kind of organization is not easily compatible with a forest reserve area. Due to the planned location, policy should set guidelines around: “scenic areas, water sources, and ecologically sensitive areas within the radius of the project area”
