Continual improvement process (CIP) is based both on when you are reacting to a problem that has already happened (corrective action), and while developing a preventive action applied to a problem that is found before something bad happens. RBT (Risk-Based Thinking) is another way of developing preventive actions. So, one can say that RBT is part of CIP.
