For the purpose of writing a final thesis at the University of the North on the topic of business continuity with the application of the ISO 22301: 2019 certificate, could you briefly tell me the reasons in your experience why organizations do not decide to introduce this certificate?
According to the published data of the International Certification Organization for 2019, there are only two valid certificates for the ISO 22301: 2012 standard in the Republic of Croatia.

Please note that obtaining and keeping a certification incurs some costs, and it is interesting for organizations only when there are legal requirements (e.g., law, regulation, or contract) demanding them to have the certificate, or when the certification will clearly bring them a competitive differential (e.g., they can win a new bug customer, or enter a new market, if they have the certification) which revenue will be greater than the certification costs.
However, it is also important to note that many organizations are satisfied only in implementing ISO 22301 practices, not in pursing certification (this is also a good strategy as any), so maybe in the country you mentioned you may have more organizations with ISO 22301 implemented, but which decided not to go for certification.
