Where to start?
Answer: First of all, you need to get top management buy in to support your effort to organize IT activities. You should explain to them, preferably with practical examples, the impacts of such lack of organization and benefits that can be achieved with IT organization.
Once you have top management support, you should map the IT areas and its functions, so you can identify each areas and functions responsibilities and who must report to who. With this information you can then present a draft for managers evaluation (be prepared to defend all points in your proposal) and finally to submit the draft to top management approval.
Regarding models that can guide you, ISO 20000 or ISO 27001, depending on your needs, are proper choices.
