This is in a school setting. When a student wants to enroll we ask for records from the previous school. Does a parent have the right to ask us for a confidential report coming from their child's previous school?

Answer:

This is related to the age of the student and the local legislation. As long as the parent acts as the legal guardian of the student then the parent is entitled to ask for that information.
