This means that the objectives and targets needs to be SMART (Specific, Measurable, Attainable, Relevant and Timely). Once you define the objectives and targets, you need to define programs for achieving the objectives and targets. This means that you need to define what actions will be taken, what resources are needed, who is responsible and what is the deadline for those actions. Finally, during the management review you need to evaluate level of achievement of the objectives.
