ISO 9001:2015 eliminated the need for any mandatory quality manual or procedures. So, if you want to implement a quality management system according to ISO 9001:2015 you can choose which procedures are needed or not, and if it will be useful to develop a quality manual. I still consider useful the development of some procedures and use judgment to apply clause 4.4.2. Also, I still use the quality manual, now as a kind of internal marketing document for new employees to read about the organization: its story, its strategic direction, its interested parties and how it works based on the process approach.
