The organization, regardless of the funding, needs to identify all interested parties relevant to the QMS (Quality Management System). The funding bodies are definitely one of the most important interested parties, but the organization cannot neglect needs and expectations of its customers primarily, then employees, contractors and suppliers.
All these needs and expectations are important inputs for improvement of the service you provide and the QMS itself, failing to identify customers as interested party would definitely be considered as a nonconformity during certification audit.
