Assign topic to the user
This will depend on the type of CSR (Customer Specific Requirements) because they can refer to different elements of your QMS. Besides requirements for product, customer can have requirements for processes, from production to handling nonconformity, therefore I think it is better to state these requirements in parts of the system to which they are related, then to have one centralized place and not being sure that the relevant people are familiar with CSRs.
