Document control of handwritten documents

We do pump manufacturing and use CNC machining for different impellers, shafts and shells of different kind close to 1000. 12 years back the operator started to document the tool offset and work offset of the different programs on the CNC machine so he can use the same information to run the same part next time. So now we have 5 files containing work offset and tool offset (numerical) for 1000 programs. They are cheat codes developed by the operator not MPI, SOPS and Setup sheets. The quality wants to enter all that information in excel sheet and share it in the company drive. Its hard to enter all of the information and small mistake will crash the machine while using them and I also we think they are just trying to move this cheat codes from files to computer; not even on the company website. So what will the procedure to make this files as controllable documents so we don't need to copy all this in Excel. All this documents are handwritten.

First, identify that kind of document, give it a name or designation, and identify its version.
Then, determine the authority to approve that kind of document and evidence that approval.
Then, determine where and how will those documents be available and whom should have access to them.
