Although there are best practice approaches which are common between ISO 17025 (testing) and inspection organisation activities, I cannot comment on how other inspection services such as yourselves handle impartiality as this is not in the scope of ISO 17025. Inspection accreditation programs are based on ISO/IEC 17020 requirements (Conformity assessment — Requirements for the operation of various types of bodies performing inspection).
What I can suggest is look at ILAC P15:05/2020 Application of ISO/IEC 17020:2012 for the Accreditation of Inspection Bodies has been published and is available from https://ilac.org/publications-and-resources/ilac-policy-series/
As a best practice you need to state your approach (which meets your requiremensts) and implement it, so example perhaps by a onsite risk assessment for impartiality before starting an inspection, which should be clear and not too time consuming.
