Scope and specific procedures

I work in a global company, and there will be some major organizational changes in near future. There will be one or more legal entities left in XXX country but most of the production will be managed in product lines from European and Global level. The global company has ISO 9001 certificate, and so does the XXX entity. My question is if it is the XXX part of the company, will be part of the global certificate, will it still be possible to have local governing documents and processes, due to local laws and regulations?

As long as the rules applicable to each part of the business are clear, an organization can have specific procedures for each business unit under a common certificate. Consider the example of a construction company with a unique certificate but different procedures in different sites due to local legislation and different customer requirements and different kind of project.
