At least the supplier to be selected; It must have ISO 9001 certificate. IATF 16949: 2016 standard explained the supplier selection criterion in article 8.4.1.2 as follows.
The selection process shall include:
- an assessment of the selected supplier's risk to product conformity and uninterrupted supply of the organization's product to its customers;
- relevant quality and delivery performance;
- an evaluation of the supplier's quality management system;
- multidisciplinary decision making;
- an assessment of software development capabilities, if applicable.
Apart from these criteria, the volume of the automotive business, financial stability, purchased product, material, or service complexity, required technology, adequacy of available resources, design, and development capabilities. Manufacturing capability, change management process, business continuity planning, logistics process, customer service, topics can also be added.

Considering that the supplier selection within the scope of ISO 16949 should be multidisciplinary, can the Purchasing Department make the decision to purchase the same material from the distributor of that manufacturer after the approval of raw materials and the related supplier in a factory that provides raw materials? Is it a requirement for the purchasing decision to be multidisciplinary in the case of buying the same raw materials from different distributors, representatives, or traders after the joint approval of the raw material and related manufacturers? Managing this situation and being dynamic in such a market may not be feasible. Could you please provide information on this matter?
New supplier selection should be made within the framework of a system. Generally, quality and purchasing departments do this together. Certain criteria are reviewed or examined through an audit. Particularly, the choice of the manufacturer is more important than the dealers. In other words, company X, which produces raw material A, is important.
Rather than company Y or company Z buying and selling from this manufacturer.
So, changing the dealer may not be a risky issue, but changing the manufacturer is not an easy matter and special approvals are required.
