What does Clause 6.2 exactly mean?
Even a relevant quality policy is nothing more than a set of words. Somewhere words have to be transformed in action, in aligned transformation. And we need to have a way of evaluating if actions were effective. That is the major role of quality objectives, translate a quality policy into a set of measurable outcomes. Hence clauses 5.2.1 b) and 6.2.1 a).
Does every department of an organization should have a quality objective?
No. Only departments with a relevant contribution to those objectives aligned with the quality policy. Frequently, what I see, is organizations that consider process or departmental objectives as quality objectives.
Can operational business objective (operational target) be taken as Quality objective for an organization?
Normally, according to my experience, certification bodies accept that. I do not agree with that bottom-up approach, but certification bodies agree with that. I prefer a top-down approach to align objectives, policy and strategic direction.
