1. The objectives of your organization are established in wrong way, because they are related to whether the activities are performed instead of effectiveness of the activities performed. For example, following the maintenance schedule doesn't say much about the failures of the equipment or the halts in the production because of the equipment malfunction. You can follow your maintenance schedule and still have failures. It is better to relate the objective to the purpose of the maintenance then to the maintenance activities themselves. The same goes for sales, noone will care if the sales activities are done according to the plan if the sales drops.
2. You are correct, the only thing you need to add to your objectives is a measure and a time-frame so you can assess whether the objectives are met.
